I wonder if the Shadows can be seen as creepy but not really be evil. There's already an evil pack, so to speak. Maybe the Shadows aren't understood because they shy away from daylight and don't talk much to the other clans. Their area tends to get more fogs and their spiritual beliefs are a bit different. Maybe make them more neutral than evil?
